I agree this has always been annoying to deal with. Unfortunately I don’t think it’s the norm for ziplock style bags to be pre-engaged by processing plants. Happens with various other products like Splenda bags too. It likely would greatly increase costs to manually zip them (either in physical labor or a new machine), and even then no guarantee they stay sealed with how “mushed up” the bags arrive after shipping.
